The Jomir Tothya app — what happened to it

The short version

The official West Bengal land-records app published by the Department of Land & Land Reforms through NIC — listed as JOMIR TOTHYA, package `com.app.nic22.banglarbhumi` — was unpublished from the Play Store around 22 June 2025. At that point it had accumulated roughly 2.2 million downloads and a rating of about 3.79. Its last update had been in January 2023.

NIC then published a replacement, Jomir Tathya, on a new package name — `nic22.banglarbhumi` — released around 22 October 2025.

Because it is a different package rather than an update to the old one, the relaunch started from zero. As of July 2026 the new listing shows roughly 101,000 installs and a 2.3 star rating from about 117 ratings. Two million downloads' worth of install base, and every rating the old app had earned, did not carry across.

What is not known — and we're not going to guess

We could not find any public statement, from Google or from the department, explaining the removal. No published takedown notice names this app.

What can be said is narrow. An app that had gone roughly two and a half years without an update was removed, and was subsequently republished under a fresh package rather than restored. That pattern is consistent with a functionality or maintenance issue — Play's policies do require apps to remain functional and reasonably current — but consistent with is not the same as caused by, and we have no evidence for the stronger claim.

Treat any page that states a confident reason for the removal with suspicion. Several sites in this space do, and none of them cite anything.

What the official app is today

Jomir Tathya on `nic22.banglarbhumi` is the current official app, published by the department through NIC. It is the authoritative option and, for anything where provenance matters, the one to prefer.

It is also, on its own public reviews, having a difficult launch. Users report CAPTCHA loops that never resolve, spurious “no internet connection” errors on working connections, and outright server failures. The 2.3 rating reflects that experience rather than a small unhappy minority — it is the average across essentially the entire post-relaunch review base.

Some of this is not really the app's fault. A mobile front end over a portal that already struggles under load inherits that portal's bad days. But the practical effect on someone trying to look up a Khatian is the same either way.

Your options, stated plainly

There are three, and which is right depends on what you're doing.

• The official app (Jomir Tathya, `nic22.banglarbhumi`). Official provenance, published by the department. Currently rated 2.3 with widespread reports of CAPTCHA and connectivity failures. Worth trying first, and worth retrying — several complaints describe intermittent rather than permanent failure.
• The portal directly at banglarbhumi.gov.in. No app involved — how to run the lookup walks through it. Know Your Property, RS-LR Plot Information, Mutation Case Status, Conversion Case Status and Mouza Information all expect you to be signed in before they return anything, so register first. This is the fallback that always exists, though it is heavy on a phone browser and has a CAPTCHA on each search.
• An unofficial app such as Bhumir Tathya. Not a government product and not affiliated with the department. It is free, Android-only, bilingual Bengali/English, and keeps saved records available offline. What it cannot do is replace the official record — see below.

Being straight about the unofficial option

Bhumir Tathya is our app. That is a reason to read this section sceptically, so here is the part that matters most.

It is unofficial. It is not published by, endorsed by, or connected to the Department of Land & Land Reforms. The official app is the official one, whatever its current rating, and if you need a document with legal standing you need the portal or the BL&LRO office — not any third-party app, ours included.

It does not bypass any government authentication. For services that require a Banglarbhumi account — Online Application for Mutation, Conversion, Warish or Land Revenue (Khajna), Service Delivery requests such as ROR Request or Mouza Map Request, eChallan — you sign in with your own banglarbhumi.gov.in credentials. No app can get around that, and any app claiming otherwise should be deleted immediately.

What an unofficial app can reasonably improve is the reading experience: the record lookups where most people actually get stuck. Native screens sized for a phone, results kept readable offline, and Bengali and English side by side. You still sign in with your own banglarbhumi.gov.in account to reach a record — that requirement does not go away. What changes is how the result reads on a small screen. That is a real convenience difference and a modest one. It is not a difference in authority.

If you still have the old app installed

An unpublished app keeps running until something breaks it. Nothing removes it from your phone, but it will not receive updates, and land portals change their endpoints and page structure without notice — so expect it to fail eventually rather than gracefully.

You also will not be able to reinstall it if you clear it, change phones, or reset the device. The listing is gone; only the new package is installable from the Play Store.

The safe move is to install the current official app now, while the old one still works, and confirm you can get to the records you care about before you need them urgently.
