1. Introduction

Bhumir Tathya (“the app”) is developed by Devikon Inc. (“we,” “our,” or “us”). It is an unofficial Android app that helps you view West Bengal land records — Khatian, Record of Rights, plot details, mutation status, and GRN payment status — using your own account on the official portal, banglarbhumi.gov.in. This Privacy Policy explains what the app does and does not collect, and how your information is handled.

Unofficial app: Bhumir Tathya is not affiliated with, endorsed by, or connected to the Government of West Bengal or the Directorate of Land & Land Reforms. The official portal banglarbhumi.gov.in remains the authoritative system of record.

Summary: You sign in with your own banglarbhumi account. The app stores only your session cookies — never your password. The records you view, your bookmarks, and your search history are cached only on your device. The only data that leaves your device is anonymous analytics that contains no names, account IDs, or record contents.

2. Your banglarbhumi.gov.in Sign-In

To fetch your records, the app asks you to sign in once to your own banglarbhumi.gov.in account inside an in-app browser. You enter your portal username, password, CAPTCHA, and OTP directly on the government portal's pages — exactly as you would in a web browser.

  • We never store your password. It is entered by you on the portal's own login page; the app does not capture, transmit, or retain it.
  • Session cookies only. After you sign in, the app stores the session cookies the portal issues (for example, JSESSIONID and the portal's login cookie) on your device so it can request records on your behalf without making you log in again each time.
  • Stored locally. These session cookies are kept on your device and are not sent to Devikon servers. Signing out from Settings clears them.

3. Information Stored On Your Device

The following is stored locally on your device and never uploaded to our servers:

  • Cached records: Khatian / Record of Rights, plot details, mutation status, and GRN results you have viewed, kept so they open offline. These may contain owner names and other record fields shown verbatim from the portal — this is your own record data.
  • Bookmarks & search history: Properties you save and your recent lookups, for quick re-access.
  • Location pickers cache: District / Block / Mouza lists, cached so the pickers work quickly and offline.
  • Preferences: Language (Bengali / English), theme, and default district.
  • Generated PDFs: Any unofficial reference PDF you create is saved where you choose to save it.

4. Anonymous Analytics

To keep the app reliable and improve it, we may collect anonymous usage and diagnostic data. None of it identifies you, your account, or the contents of any land record.

  • Usage events: which screens are opened and which features are used, device type, and OS version.
  • Crash & error reports: anonymous stack traces and app state at the time of a crash or non-fatal error, so we can fix problems.

This analytics data contains no names, no banglarbhumi account identifiers, no Khatian or plot numbers, and no record contents.

5. Information We Do NOT Collect

  • We do NOT collect or store your banglarbhumi password.
  • We do NOT upload your cached records, bookmarks, or history to any server.
  • We do NOT operate a shared or cross-user cache — only your own records are stored, only on your device.
  • We do NOT sell or share your personal information with third parties.
  • We do NOT access your device contacts, photos, or location.

6. Personal Data in Land Records (DPDP Act, 2023)

Land records may contain personal data such as owners' names. Because the records you view are your own account's records, fetched under your own session and stored only on your device, the app's processing footprint is minimal. We process the anonymous analytics described above on the lawful basis of our legitimate interest in operating and improving the app. Where India's Digital Personal Data Protection Act, 2023 applies, you may contact our grievance contact below with any privacy concern.

7. Data Retention

On-device data (records, bookmarks, history, cookies) is retained until you clear it in the app, clear the app's storage in Android settings, or uninstall the app. We hold no remote backup of it.

Anonymous analytics is retained by our analytics providers under their standard retention windows and is not merged with any identifying data.

8. Children's Privacy

Bhumir Tathya is intended for adults checking land records and is not directed at children. We do not knowingly collect personal information from children.

9. Changes to This Policy

We may update this Privacy Policy from time to time. The “Last updated” date above reflects the most recent revision; material changes will be noted in the app or on this page.
